Share 'Where do I start?'

We're looking at adding, creating, sharing, online courses for our high school students.  I have been asked to start with a buisness plan, but I really feel I'm no where near that point.  Can anyone share his/her expericiences?  Where you started?  How you assessed the need? etc. Thanks! Jamie
