Hi Sherri,
Here are some reports that have been done advocating for certified librarians in schools in the PNW. I see you're in Kansas, but perhaps these will help you some. Both the states of Washington and Oregon passed legislation stating that all school libraries should be staffed. I believe it is a directive, but unfortunately it doesn't come with any additional funding that I know of anyway.
