This is great!  First time I've seen a digital bloom's taxonomy.  I will definitely share this with my staff and see if we can't add some more concepts and expand it.

Bloom’s Taxonomy and the "digital" variations on it have several problems:
1) it defines a hierarchy of general intellectual (domain independent) skills. However, students could have significant skill in evaluating assumptions or synthesizing ideas, but fail a test item because they don't have much knowledge of physics
2) it is futile to try to define levels of understanding across domains, or even within a domain. For example: suppose we worked out six levels of understanding of Huckleberry Finn and six levels of understanding of the principle of natural selection. What correspondence could we expect to find between these two hierarchies?
3) the "highest level" of understanding in one subject area could be different depending on the subject. In math, solving complex problems, developing efficient algorithms, and/or writing an elegant proof to an important conjecture that no one else has done before would be major achievements. In history, it might be an examination or primary source documents to suggest an alternate explanation for an event or movement. And so on.

Bereiter & Scardamalia in "Beyond Bloom’s Taxonomy: Rethinking Knowledge for the Knowledge Age" (In M. Fullan (Ed.) International Handbook of Educational Change: Fundamental Change. The Netherlands: Springer. pp. 5-22) offers an alternative to Bloom’s Taxonomy that I think is more useful.

They offer a scheme of levels for working with knowledge that increases in sophistication, understanding and abstract reasoning:
Level 1. Knowledge as individuated mental states
Level 2. Knowledge as itemizable mental content
Level 3. Knowledge as representation
Level 4. Knowledge as viewable from different perspectives
Level 5. Knowledge as personal artifacts
Level 6. Knowledge as improvable personal artifacts
Level 7. Knowledge as semi-autonomous artifacts
